Can someone explain to me how to install this?

have got :

E-Sys_Setup-3.34.0-c35249_64bit.exe installed
LauncherPROSetup_3.7.0 .315 tm.msi installed

I can open PRO_HWID.exe and get a code.
Click on GetHardwareID.exe nothing happens.
Like Launcher PRO 3.0 it is unresponsive.

What am I doing wrong or what should I do?
All files I have copied to their destination folders.

try disable antivirus and start GetHardwareID.exe as admin
could you send me link to programm per PM ill try to install it
